Agreed that the primary responsibility is with the FA but, as many of these are damaged individuals or crazy or irresponsible or malicious, I do think those who make laws and tnose who operate our justice system bear some responsibility too. And as we can't do anything about the FAs, we have to direct our attention to the system to provide the public with protection.
