This is my opinion - it's great that the problem has been pointed out and that it's obvious from this that small children are cannot be relied on to heed the warnings of adults - possibly because they're unable to assimulate this kind of information before a certain age. It's interesting to note that the onus is placed on the child and not the adult looking after the child. Over-emphasising this message could also lead kids to believe that we live in a hostile world, which in itself creates those conditions .Furthermore, far from being safe places, playgrounds are a an incredible source of accident and danger of various kinds, that's when the adult minding the child needs to be at their most attentive.
