Have you made a complaint against police & had contact with the IPCC?

The reason I ask is I have been aproached by the National Audit Office to help with providing information to the Institute for Criminal Policy Research into the IPCC (Independent Police Complaints Commission).

I have no idea if it will be of help at all, but if you have had experience of the IPCC and feel you want to share that information with me... in particular if you found them as completely bloody useless & biased towards the police as I did...please contact me.

They (NAO) make it clear that this will NOT lead to any re-investigation, but if you found the IPCC as totaly useless, biased & in favour of the police, ignored evidence, ignored witnesses, ignored human rights issues, ignored the law & ignored entire aspects of your complaint.

...I really would like to hear from you!!!

My thinking is to add to my information, an additional bundle of other peoples experiences of the IPCC. This is an investigation to see if the IPCC is value for money...that rather depends on what government wants the IPCC to achieve...if its to cover up police abuses, crinality, misconduct & abuse of power...they are getting a bargin!

If it is to ensure they, that is to say the tax payer, that is to say YOU & ME are getting a watch dog body that will genuinely tackle the problems within the police...well, I know we are getting ripped off for every penny spent by this ineffectual useless public watchdog.

PS> The Guardian Newspaper reported earlier this year that over 100 lawyers had withdrawn their services from the IPCC due to concerns about IPCC bias & favouritisim towards the police, poor legal judgements & human rights failings...and there was me being told it was only me who complained.

Isolate, marginalise & ostracise those who complain, it then makes us feel powerless in the face of institutional abuse & incompetance.

NB: We call the IPCC (Ignores Police Complaints Completly) and I now strongly advise 'gay' people NOT to make a complaint to the IPCC unless they are willing to endure further police abuse, violation & trauma.

Most people do not realise, most complaints made to the IPCC, are simply handed back to the police force against whom the complaint is made to investigate internally and in our experience of a former homeless 15yr old gay youth violated and abused by police, that complaint can lead to just further victimisation by police.

Well the researchers carrying out the investigation on behalf of the National Audit Office into the Independent Police Complaints Commission have been in contact today.

We now have a date, time & appointment for me to give my statement.

It will NOT be complementary of the IPCC, who in my experience cover up police abuses, criminality, miscondiuct (& in my case Homophobia)

Regarding complaints AGAINST IDENTIFIED POLICE OFFICERS, the IPCC ....

• Ignored evidence (physical)
• Ignored witnesses (14 un-interviewed)
• Ignored entire aspects of the complaints & the inter related nature of them..
• Ignored Law & Human Rights issues

(Any wonder the Guardian newspaper reported Feb. 2008 earlier this year that over 100 lawyers had withdrawn their services from the IPCC due to IPCC bias & favouriticim to the Police, and lack of legal knowledge by investigators....What a farce!!!)

NB:- Last week Stonewall, the National LGBT Equality organisation released research figure (conducted by You.Gov).

* 3 in every 5 gay persons has suffered a homophobic incident in the last 3 yrs

* 3 out of every 4 persons homophobically abused or victim of a Hate Crime in Britain DO NOT report it to the police.

* Of the 25% who do report...only 1% of reported homophobic Hate Crime result in a conviction.

* The Government estimate there are 3.6 million gay persons in the UK.

* Over 1 million Homophobic incidents or Hate Crimes AGAINST gay persons go unreported each year in the UK. (Why...simple! The Bleedy police ARE the homophobic problem...and still NO part of the soloution!!!)

I look forward to my interview with the researchers for the National Audit Office.

IPCC = Ignores Police Complaints Completely!

Sorry, I thought I had up dated this.

Well the researchers from the 'Criminal Policy Research' on behalf of the 'Government National Audit Office' turned up to carry out their gathering of witness statements regarding an investigation into the "Independent Police Complaints Commission".

They said it would be a 40 min interview....I warned them it would be longer,.. a lot longer.

They were kept refreshed with cups of tea by a voluteer gay youth who has been also been abused & violated by members of the local police force (he did not give evidence statement, although he offered, but as his complaint to the IPCC was ignored by the IPCC, and handed over by the IPCC for the local yokel force to bury, he was not able to submit his evidence statement!!!!)

I spoke (all recorded on digital recording) for about two & a half hours (There is A HELL OF A LOT, of police dishonesty, corruption, homophobia, lies, misrepresentation, falsehoods carried out by members of my local police force and ignored by the IPCC to get into the statement...and of course the crux of the matter...the COMPLETEly USELESS, BIASED & FAVOURITISIM of the IPCC towards the police...in our experience, ignoring evidence, ignoring witnesses, ignoring law, etc, etc.

I was reassured that my statement was anonymous. I reassured them that I would go public anyway. Hiding away from corrupt, dishonest & homophobic police is not my way or the way to challenge continuing excused police abuses & violations.

In conclusion:-

Making a complaint to the IPCC (if you are a gay person) is a COMPLETE WASTE of time, worse, YOU WILL, (in our experience) by subjected to further abuse, intimidation & violation from the police (its what has continued to happen in our experience)

There is a good reason over 100 lawyers were reported (Guardian newspaper Feb 2008) to have withdrawn their services from the IPCC...yep, it's as corrupt & biased as the police the IPCC investigate (I use the word investigate, very, very loosely)

Stonewall, the national gay equality group had research conducted this year 2008 by You.Gov. into homophobic hate crime in the UK

~ Only 1 in 4 gay victims of homophobic hate crime report it to the police
~ Only 1% of reported homophobic incidents result in a conviction
~ 3 out of 5 gay person in the UK have been a victim of a homophobic incident in the last 5yrs

Unfortunately, the police remain NO PART of the soloution of homophobic hate crime in the UK, in fact they (police) remain one of the primary homophobic PROBLEMS in our experience & their continued abuse & victimisation (in our personal experience) of gay persons!

Will my statement to the National Audit Office researchers make any difference, I sincerely doubt it. But I can hold my head up that I have not remained silent about police homophobic abuse or the crase ineffectiveness of the IPCC.

After all if the police can get away so publicly with executing Charles De Menezies with seven bullets pumped into his skull in in a tube train and the PACK OF LIES police were PROVEN in court to have told to cover up the incident, but STILL got away with it...then there is precious little hope of the rest of the abuses they (police) carry out being brought to any form of justice!

Final note. My mother is now 75, she does not fear burglars, yobs, or youth in hoodies...she fears more than anything...corrupt, dishonest POLICE OFFICERS...and God knows there ARE plenty of them where I live, whom I can name & identify.

On the 10th of January I received a personal letter from Dame Nuala O'Loan, chair of the UK Governments Equality & Human Rights Commission, thanking me for my witness evidence & testimony I gave last year for the 2008 UK Human Rights Enquiry.

I gave hours of verbal trestimony, written & other evidence...primarily about the abusive homophobic scum buckets I could name & personally identify serving in the Devon & Cornwall constabulary and the complete failure & uselessness of the ineffectual Independent Police Complaints Commission.

Unfortunately it is still best advice NOT to make a complaint against the police, because the IPCC is an ineffectual body, not there for the public protection from police abuses & corruption, but to smooth over & cover them up.

There were over 1,200+ official recorded COMPLAINTS from the public against my local Devon & Cornwall police force last year for sexual abuse, failure of duty, corruption, etc.

The police had to admit that almost 25% of these OFFICIAL complaints remain uninvestigated or not finalised, thats how corrupt the police are!

Where I live if you want to find a homophobe or a criminal, just have to go to a local police station...still plenty of them in police uniform to my knowledge & in my experience.

Findings of the UK Government Audit Office enquiry into the IPCC (Independent Police Complaints Commission)

As I previously posted I was asked by the appointed researchers (Kings College Criminal Research Dept.) to contribute witness evidence both written & verbal to this National Audit Office enquiry

Devon & Cornwall Constabulary legal dept. wrote to me DEMANDING by threat of legal action to remove/destroy the evidence I was submitting....errr, surfice to say I did not comply with the Neo-nazi demands of the thugs at Devon & Cornwall Constabulary!

The Government National Audit Office findings were...

80% of persons who had complaints against the police handled by the Independent Police Complaints Commission were DISSATISFIED or TOTALLY DISSATISFIED with the IPCC handling of the complaint

The IPCC police lap police dog poodles use more whitewash over complaints against the police than B&Q can supply, but then informed persons knew that regarding the public police execution of the inocent man Charles De Menezes in Stockwell Tube Station...which NO police have ever been held truely accountable for this man's brutal killing by police.

To locate criminals...simply vist a police station.
