If a complainant has withdrawn their statement, there is unlikely to be a charge. However, it really depends on the reason for the withdrawal.
If they can't face going to trial, then the matter could be resurrected as and when the complainant feels "strong enough" to do so.
If the statement has been withdrawn due to an admittance that it was false, then obviously it's not going to be resurrected, unless of course, they come back later and say that it was a "false retraction". If they did that, there would obviously be quite a strong defence.
