Good reply lawlessone...but I would disagree with your idea that the maximum time for investigations should be 12 weeks.

As difficult as that waiting time for the falsely accused is, in complex, genuine cases, it simply wouldn't be enough time to do a thorough investigation when you consider the resources available compared to the quantity of reports that come through.
