And God promised men that good and obedient wives would be found in all corners of the world. Then made the world round .... and laughed and laughed and laughed ..

Public payed for investigation so we(police) have to give them something for this
After spending so much money for investigation why not to push the case to the court.
The public and gov want to see that we(police) are doing something

In relation to sexual offences it is nearly always in the public interest to bring a case to court; it's probably easier to give an example where it may not be:
For instance, one-off consensual sexual activity between two under-16's is unlikely to be prosecuted for the reason that it is 'not in the public interest' for these youngsters to be punished by the full force of the law.
