They can be subpoenaed BUT the question must be asked: Will they tell the truth and help the Defence case or will they side with the accuser(s)?
It depends on why they do not wish to give evidence willingly. If they do not wish to be seen to be taking sides but will give truthful evidence, then they could be subpoenaed. However, if they are hostile to you then it's not a good idea.
