who pays the refunds of costs ? is it the taxman or a central government fund ?

I am just wondering where the funds come from when a judge awards you costs , is it a central fund or direct from say the taxman ?

The tax payer........ via LSC (Legal Services Commission) who pays the public funding/legal aid
