Under 16

hello all

I just wanted to ask if anyone knew if there is some kind of law to prosecute under 16 year olds having sexual intercourse.
why is it wrong that when a man asks how old the person is - and they say 19. why that person is charged and the liar/accuser is allowed to walk free even knowing they literally put it on a plate ????
